The contract package covers a broad range of construction and installation works, including headworks (such as the approach canal, intakes, and penstock sections), non-headwork components (including the powerhouse, tailrace canal, and transmission infrastructure), and temporary structures like cofferdams.
The first turbine unit is expected to begin generating electricity in the third quarter of 2027, with the second unit following in the fourth quarter. The entire project is scheduled for completion by the end of 2027.
Attendees at the ceremony included Mr. Daniel Plankermann, Director of the Kreditanstalt für Wiederaufbau (KfW) Hanoi Office, and representatives from the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV). Senior EVN leadership was also present, including President and CEO Nguyen Anh Tuan and other executive board members.
The contractor consortium is made up of Lung Lo Construction Corporation, Song Da Corporation – JSC, Lilama 10 JSC, SCI E&C JSC, Construction 47 JSC, and Truong Son Construction Corporation.
Speaking at the ceremony, EVN Vice President Pham Hong Phuong said: “The Tri An Hydropower Plant Expansion Project is one of EVN’s key investment projects in 2025 and has been designated as a commemorative project for the 80th Anniversary of the August Revolution and National Day on September 2, 2025.”
He added that the project had received significant support from the government, local authorities in Dong Nai Province, and financial partners including KfW and BIDV.
Phuong emphasized the importance of the contract, calling it the project’s “largest and most critical” package. He said the contractors were selected through a domestic open e-bidding process and praised their experience in similar hydropower projects. “EVN highly values the capacity and experience of the consortium in executing hydropower projects and believes that the consortium will ensure progress and quality, and meet the investor’s expectations,” he said.
Power Project Management Board 3 has been tasked with overseeing the contract execution and ensuring issues during construction are resolved promptly to meet the schedule.
Speaking on behalf of the contractor consortium, Mr. Tang Van Chi, General Director of Lung Lo Construction Corporation, said: “The consortium is committed to strictly implementing all contractual obligations, determined to meet the schedule, ensure labor safety, environmental sanitation, and public security, and promptly bring the project into operation.”
The Tri An Hydropower Plant Expansion Project is part of Vietnam’s National Power Development Plan for 2021–2030, with a vision toward 2050. The project will be located in Hieu Liem Commune, Vinh Cuu District, Dong Nai Province, with a total investment of VND 3,965 billion and an installed capacity of 200MW. Construction is expected to begin this month.
