The farm is located more than 40km off the Normandy coast.
Electricity will be supplied at a tender price of €66 per megawatt-hour ($77.4/MWh), with production scheduled to begin in 2033. The consortium will be responsible for the design, development, construction, and operation of the facility. TotalEnergies will act as the operator, drawing on its experience in managing offshore wind and marine energy projects.
The company stated that it will continue necessary studies and assessments in order to make a final investment decision by early 2029. The project represents a significant development in France’s renewable energy sector and will be the largest offshore wind farm in the country once completed.

This project will be the largest investment made by TotalEnergies in France in decades and reflects our company’s deep commitment to our country.

We will work to support the local industrial ecosystem, which has already developed skills through the first offshore wind projects currently being installed. Finally, this project strengthens our development in green electricity production to offer competitive prices to our French customers.”
According to TotalEnergies, the development involves an estimated €4.5 billion investment and is expected to generate significant economic opportunities for Normandy. During the three-year construction phase, up to 2,500 jobs will be created.
The project marks a continuation of cooperation between the two companies. In October last year, TotalEnergies and RWE announced their partnership to develop two offshore wind projects with a combined capacity of 4GW off the German coast. These initiatives highlight the growing focus of both companies on renewable energy development in Europe.
The Centre Manche 2 offshore wind farm represents a key milestone in France’s energy transition and illustrates how large-scale renewable projects can support both environmental goals and regional economic growth.
