The auction will offer 3.3GW for delivery between 2028 and 2030.
The newly released Notice of Auction and Terms of Reference outline detailed participation requirements, evaluation criteria, timelines, and a 20-year supply delivery period. Successful bidders will receive green energy tariff payments starting upon project commissioning and registration with the Wholesale Electricity Spot Market.
Energy Secretary Sharon S. Garin said: "This auction pushes offshore wind from potential to reality. With clear rules, milestones, and dedicated infrastructure planning, developers can now move from early studies to bankable projects."
GEA-5 introduces a comprehensive offshore wind infrastructure framework that coordinates grid connection, port allocation, and logistics with project development milestones. The initiative reflects close coordination among the Department of Energy, National Grid Corporation of the Philippines, National Transmission Corporation, and Philippine Ports Authority.
Winning developers will receive priority processing for facility studies, renewable energy payment agreements, grid connection contracts, and port scheduling. Pambujan Port in Camarines Norte and Sta. Clara Port in Batangas have been designated as primary installation ports for offshore wind components.
The auction focuses solely on fixed-bottom technology to align with current grid and port readiness levels. Developers are required to submit wind resource assessments, detailed infrastructure plans, and corporate documentation during the registration phase.
Garin added: "Offshore wind can anchor our long-term clean energy transition. GEA-5 signals the Philippines is ready to compete for global investment."
The launch of GEA-5 marks a significant step toward large-scale integration of offshore wind into the national power mix, supporting the country's renewable energy targets and enhancing energy security through diversified domestic generation capacity.
